New construction in the Missoula area runs on two sets of rules, depending on whether the lot is inside the city or in Missoula County, and the difference starts with sewer. The city treats sewer as available when it is within 200 feet of the parcel boundary and water when it is within 200 feet of the structure, and parcels with available service are required to connect upon construction. County properties inside the city’s utility service area may be required to connect as well. A county lot without that access needs a septic system, and the septic permit has to be finalized with the Health Department before the other permits for the house can be issued.
Two county details catch buyers who are timing a purchase. Groundwater monitoring, where it is required, has to start by April 1, or may have to wait until the next seasonal high groundwater. The drainfield also needs four feet of separation from groundwater. For a house that is already built, ask whether the final septic approval and the other permits closed.
Missoula County’s online permit system handles building and zoning permits along with address and approach permits, among others. Lots in the city go through the city’s permitting office instead.
In Ravalli County, a new dwelling also needs a nondegradation analysis for the septic permit.
